Chapitre 6 Exits and access to exits

Article 32. Obligations of the owner

The owner of a building must take all necessary measures to ensure that each exit and access to the building's exits is accessible and in good working order at all times.

Article 33. Obligation of tenant

The tenant must take all necessary measures so that each issue of the rented part of the building is accessible at all times.

Alarms

1. Do you have smoke alarms on each floor, including the basement?

ARTICLE 4. Number

4.1 An Ion Smoke Detector in accordance with CAN / ULC-S531 "Smoke Detector" must be installed in each livable building and in every bedroom of a dwelling and at any other location not being part of the building and where one sleeps occasionally or not.

4.2 A smoke detector must be installed outside a room and within five (5) meters of any door of a room.

For the purposes of this subsection, the distance of five (5) meters is calculated by measuring along the walls.

4.3 In a dwelling with more than one floor, at least one smoke alarm must be installed on each floor except the unheated attic and crawl spaces.

4.4 In a building where rooms are rented, a smoke detector must be installed in each of the rooms offered for rent.

4.5 In secondary spaces and common areas that are not part of dwellings in houses with secondary suites.

4.6 If a corridor gives access to the bedrooms, the smoke detector must be located in the corridor at a location between the bedrooms and the remainder of the floor.

The tenants of a building must maintain the smoke detectors in good working condition, ie replace the batteries when necessary.

The smoke detectors must be replaced ten years after the date of manufacture indicated on the alarm by the manufacturer. They must be replaced if the date of manufacture does not appear on the detector, if they have been painted or if they are defective.

4. Are your smoke detectors less than 10 years old?
After 10 years of use the smoke detectors, including electric detectors become less efficient in detecting the smoke.
5. Are you connected to a Central Alarm company?

The majority of fire alarm systems have a 90-second delay function before the alarm is transmitted to a central station.
7. Do you have a carbon monoxide detector?
Carbon monoxide (CO) is produced when a vehicle or device burns fuel such as gasoline, oil, natural gas, kerosene, propane and wood. CO is odourless, colourless, tasteless and non-irritating. It is impossible for a human being to detect its presence. It causes hundreds of poisoning annually in Quebec, about fifteen of which are fatal. Only a CO detector can detect its presence. A smoke detector does not protect against CO.

It is imperative that your alarm company have an alternate contact on file that can be reached quickly if you are not home.

Article 17. Extinguisher

A functional portable extinguisher class 2AIOBC, with a minimum capacity of 5 lbs, suitable for solid fuel fires, flammable liquids and gases, and live electrical equipment fires, must be located and accessible at all times in every building and each suite.

Evacuation Plan

Do you have an evacuation plan to direct your family to the planned meeting point in the event of a fire?
Does your family and sitter have knowledge of this evacuation plan?
Does your family understand that the first thing to do in case of fire is exit the building and call the fire department at 9-1-1?

An evacuation plan is a drawing of each floor of your home that simplifies the evacuation of your residence, therefore increasing your chances of survival in case of a fire. All occupants must be familiar with the evacuation plan and it must be practiced at least once a year. A few safety procedures can also accompany your plan.
